Like other fields (politics and public administration)1, Industrial Relations (IR) has debated the specific characteristics of New Labour and the extent to which the Government elected in 1997 marked a new beginning or a continuation with its Conservative predecessor. Again, like other fields, two sides can be identified in IR, composed of those who are favourable to the Government and its achievements and those who are critical, though with honourable exceptions (e.g. Smith and Morton 2001), opinions have been expressed sotto voce and, unlike the previous period of Labour Government, the field has not been marked by sharp internecine conflict; opinions have become more tempered as the average age of IR academics has risen. Nevertheless, divisions exist and can be identified. To my mind, they are discernible across three separate dimensions.
