I doubt whether there could be any clearer expression of frustaton with regards to national governments' attitude towards the respect to the ILO's Conventions and Recommendations. All those who are committed to securing "decent" work and living conditions for workers find themselves in delimma as the focus on the plight of workers gets diluted as one moves from local to national as also to global level. If I may cite the case of wokers in the countries in South Asia or to that matter the whole of developing world or the so called "South" one finds limited results. The workers, who face the serious most forms of exploitation - that is the workers in the informal sector- remain almost untouched by national and internation instruments be it the textile and garment workers or construction, salt, plantation, dimond polishing and jurry works, etc. Well I am not in favour of WTO overtaking the ILO. But for sure ILO needs to show more results, specially at the plant / gound level.
