This paper uses strategic choice theory to present a critical analysis of the factors shaping trade union growth and development in Indonesia, focusing on the recent period of democratization following the downfall of the Suharto regime. Trade unions have experienced freedom since 1997 as the regime of the new order was replaced by a new, more democratic government. Several changes on labour laws and ratifications of ILO conventions have occurred, including ILO Convention No. 87 of 1948 concerning the Freedom of Association and Protection of the Right to Organise.
